I am trying to upgrade a US series Waris radio CDM1550LS to a CDM1550LS+.  I want to go from 16 conventional channels to 160.  I have the Waris codeplug tool D02.05.00 and I understand I have to upgrade the firmware in the radio FIRST to match the one that goes with the codeplug tool, then use the codeplug tool. 

I can't seem to get the radio to write with the firmware that comes with the codeplug tool.  I've used one of the mobile firmware kits to upgrade the firmware and make sure my hardware isn't an issue, but it is still the wrong version.  Using a factory cable on the 20 pin connector, factory RLN4008 RIB, HLN9742D flashing adapter.  I keep trying to send the firmware upgrade with the firmware upgrade tool and I just get "FL0 Sync failed" for an error. 

Anyone know what to do?

I just get "FL0 Sync failed" for an error. 
This means the radio currently is not in bootstrap mode.

I have periodically gotten an error that explicitly says:  "Radio Not in Bootstrap Mode" as well, so I figured it may have another meaning.  I would get this with the flashbox not set to the A setting.
