Where can one find a chart that shows what CPS version work with each GP328 and GP340.

As I can read my GP328 / R05.13.04 with CPS R06.10.04.
But cannot find any CPS version to work with my GP340 / R03.16.00

Or is there a reason there is no compatibility chart anywhere?

Depends on what firmware is in the radio, as to what will read it.

GP328 is an asia specific model, so not supported over here.

GP340 with firmware R16.00.00 need CPS ENVN4005Y R03.15.11, it use 5-tones signalling option
GP328 with firmware R05.13.04 use MCD signalling not 5-Tones.

You can't use same CPS for both radio, unless you flash 328 with 5-tones firmware.
